Have you tried asian language support packs also ?

I usually run my machine using the microsoft unicode support as that will usually work for any area, although it will require a reboot to allow xp to get it running.

I have found many users get great success from following Noams recipe for language settings.

He usually helps out with the Japanese 2 digit codes so I,m sure some of the advice is what your seeking.
