My first suggestion to resolve this is cleaning your internet cahce (Temporery Internet Files). cookies in your temp files and other forms of spyware may be attempting to send info to another pc. Its normal to see your own IP address in Peer Guardian, this is just telling you that the block came from your IP address.. its normal and means it working fine.
As for spyware, its very common and if your worried have a look at this page:

There are many good tips for preventing problems there.
