1. Bandwidth Throttle - Limiting Uploads aka 'OutGoing Bandwidth' will do just that limit the amount of bandwidth for your total uploads, 'if' its set to a limit that is reasonable for your Line speeds. 2. WinMX Peer Network > Allocated Bandwidth - These are the settings for the 'Network Traffic' that will be used. Keep in mind tho in context of your issues this should be set to the lowest setting (7KB/s Out and 10.5 KB/s In) however even at those settings I have the same issues you do with running a primary and its just not feasible for me.
I still believe that running a secondary for you sounds best and enjoying WinMX being able to share, is helping the network
