Proper Bandwidth?

I am using Roadrunner Broadband and am wondering what my incoming and outgoing bandwidths should be as a general starting setting? My uploads seem relly slow compared to my downloads. Any other setting recomendations would be appreciated.

This isn't uncommon, outgoing bandwith provided by ISPs tends to be MUCH less than incoming..
