Odd that started without you doing anything, check that if you're using the XP firewall it's set to allow WinMX & that if you had it turned off it hasn't turned itself back on (it likes to do that without telling you).
Other than that if you havn't changed anything at all.. who's your ISP? There seems to be a rash of ISPs starting to block or throttle in various ways...
