Ok, I was wrong again lol I figured it out though so WinMX is working fine now.  I was able to set up a rule for a range of LAN IP's on the network for all outbound traffic, but I had to set up a separate rule for every machine on the network for all inbound traffic.  I don't understand why, but that worked so all is good.  I'm learning this on the fly so I believe all will be well soon. Downloads, and uploads are working as expected now.

oooh and custom forwarding needs the static ip to identify the machine you want to forward for

hmmmmm I did not use so many words but I think it means the same LOL
