Obviously there is not alot we can do about your ISP connection speeds but there are a few things to keep in mind when using WinMX that might help you.
If I knew a bit more about your set up it would greatly help me to tell you some of them.
Exactly what connection is it that is so slow, downloads, connecting to the network itself, uploads?
What version of WinMX are you using?
What is your internet connection?
Are you primary or secondary connection to WinMX?
