The other problem about uploads not working sounds like your WinMX ports are set up incorrectly.
The easiest way to fix this would be to use the connection wizard in WinMX, but after resurrecting WinMX, this wizard was set out of order, so instead, have a look at these pages:

https://www.winmxworld.com/tutorials/routers_info.htmlIf you can't seem to figure it out after reading these pages, open Settings in WinMX, click on "Incoming TCP Connection", then select the lower option "Unable to accept incoming TCP connections"
This will make your WinMX tell you can't accept incoming connections, so those who try to upload from you won't try to connect to you. Instead your WinMX will connect to them for the transfers to work. But this also means others with the same settings as you can't download from you, and you can't download from them.
After the settings have been changed, restart your WinMX and see if it works.
