In a mad dash to avoid proper parliamentary scrutiny the UK Govt is rushing through new laws regarding the collection of  communications data

Emergency powers to ensure police and security services can continue to access phone and internet records are being rushed through Parliament.
Prime Minister David Cameron has secured the backing of all three main parties for the highly unusual move.
He said urgent action was needed to protect the public from "criminals and terrorists" after the European Court of Justice struck down existing powers.
But civil liberties campaigners have warned it will invade people's privacy

This has been already going on and was ruled illegal, the UK govt are simply trying to work around the illegal collection of all  citizens electronic data, whatever changes they should make to ensure the scope of the data grab is reduced will not be in this new bill and that's just how the govt want it,.
Cameron is right about one thing the public do want to be protected from criminals especially ones that try to spy on the entire country just on the off chance some lunatic terror plot is discovered and then they can do the same as has occurred in both the 9/11 and 7/7 plots let the terrorist do their work and claim they missed the signs or didn't connect the dots despite the mountain of surveillance materials already at hand, it seems the more the authorities know the better the terrorists fare  :/

It has been said, and I think quite reasonably, that the reason why people distrust government is because government first distrusts the people.
