We have several users that are having the same troubles as yourself, it is possible to purchase a proxy and run WinMx, some others on the site know a bit more about that procedure then I, so I will allow them to comment on that.
Some users have had good luck trying to run WinMx on non-standard ports, only problem is not all non standard ports will work, so this is trial and error process, and can be time consuming to make sure that the ports are set correctly in your router/modem, firewalls, anti virus and also in WInMx. There is a list of some that I would suggest testing as they are normally used for other applications and blocking them would be a bad idea for any ISP. You can find them here:
