you can manually start uploads from your machine - if they're queued, right click and choose start transfer...

There is a file going around that is the   SETTINGS.dat    for winmx that allows you to set your uploads to '0'

I for one am not to keen on this file even though it does work.

I would say get something like mx moni or leechammer and use these to keep control of who does and does not start on your winmx.
