PBB game scripts?

Why are game scripts generally not allowed? Are game scripts allowed for premium accounts? I have recently taken to PHP/MySQL like a bird falling out of the nest and am looking for an environment to develop my skills by creating "PBB Games" (Persistent Browser Based Games). What if I were to limit the amount of users to ten test users? Would I be able to gain some sort of account termination immunity? Who should I get in contact with?

I am of the opinion Cyberfriend is having translational issues as their posts are not coming from an primarily english speaking nation.

Just so there is no mistake or misunderstanding there are no such things as "premium accounts" on this forum for the simple reason everything here is free, nothing is sold or advertised.
