Transmission Control Protocol (TCP)
If WinMX said you can't make a connection you would have to portforward your TCP & UDP ports that WinMX uses if you're using a router.Also if you use a firewall set a rule to allow WinMX to connect to the net.

Sorry to hear that you paid for WinMX , you should cancel the payment to whoever you bought WinMX from ASAP & go to https://www.winmxgroup.com/ to download WinMX bundled with the winmxgroup patch for free.
