Well, the Post Unique made was good. But lately i've been seeing people with ouka which is a good thing i guess depending on what you like, but they aren't running it right. I've been able to kick people because they do not have it configed right. so i just decided to write up a slightly more in depth tutorial.
First off.. Make sure you have the server open
Go ahead and click 'host'
After that, you want to open up the situation
Very simple.
Now you wanna select user commands disabled, and comb limitation
After that, you can select 'save' or just click 'ok' then 'back'. However if you don't save you'll have to do it each time you startup the server.

You can change commands in Ouka, Similar to WCS. WCS allows you to change it in the config, Ouka is just a tad more advanced in this process, which in that line, you can change other stuff other than commands.
This is done by Hex.
XVI32 is the name of the program, it's free.

Open up the Hex program, and then open up the Ouka. change the font to 'system'
easy eh?
Now you wanna find the command you want to change. In this example i'll be using /kickall
I would find that, and change it to something different, BUT, you must keep it the same amount of characters. NO MORE NO LESS, or else the server will not work.
example;
In some cases, if you change such a command, you have to search through the whole server and match all the others together or the command will not work. Sometimes it works fine.
