sounds like your isp has possibly introduced anti p2p software blocking or throttling your connection
i have been experiencing much the same thing of late and magically every time we ring to complain and point out the error of their ways the stranglehold seems to loosen for a while... that said it seems to be happening here more and more often (so much for unlimited b/band ehh)
it could also be a router problem but as you say you are now connecting(even if not as many as usual connections) i doubt this.... anyway perhaps check out the router tutorials here

be careful if you decide to change isp and check out your terms and conditions carefully as this can prove costly to you if you don't.
