Im not sure if your posting from your Normal ISP however if you are actually in Indonesia, its my thought that this sounds typical of P2P throttling.. and is being caused by your ISP. If it is there are probably not alot of alternative ISPs to move to that wont be doing the same thing, often ppl only notice this with WinMX or a few P2P networks because WinMX is an easy target and the only real cure usually is to change ISP.
However, there are times when changing ports can be helpful although there is not a pre-determined set of ports that will work so this includes lots of trial and error.
You can use any set of ports you like with WInMX as long as you make sure you match them in WinMX Settings, routers or modems with router built in and any firewalls you've had to add ports to in the past. You can use any numbers from 1 - 65535. Its also a good idea to make sure you stay on Secondary with this problem as that uses alot less bandwidth and is not always affected as badly as Primary.
