Is this for all incoming connections or just a few of them?
You can try to change the WinMX TCP port, and see if that helps, if not, make sure no other firewall or router could be causing the problem.
If that won't solve the problem, go to a chatroom and ask if someone can download from you. See if their IP shows up in the PeerGuardian block list.
If it does, well, they've done a mistake
