Perhaps the isp`s should contribute towards this as its their service that this problem occurs on..... afterall they are not exactly giving the consumers value for money charging for services they cant supply ( or legally called "fair usage") so a helping hand in making our children's lives a little more safe would go a long way to making up for this.
