This looks like a plan that could backfire on those proposing it.

Japanese companies plan to cut off the Internet connection of anyone who illegally downloads files in one of the world's toughest measures against online piracy, a report said Saturday.

Faced with mounting complaints from the music, movie and video-game industries, four associations representing Japan's Internet service providers have agreed to take drastic action, the Yomiuri Shimbun said.
The newspaper, quoting unnamed sources, said service providers would send e-mails to people who repeatedly made illegal copies and terminate their connections if they did not stop.

There does seem to be a lot of unknown or unnamed sources to this story could that be because it has not been roposed at all and was posted merely to gauge a level of potential protesting power ?

I myself know this new law will become unworkable and merely increase the users of programs such as "Perfect Dark" that have been in circualtion in Japan for some time awaiting news such as this.
When they have succeeded in forcing everyone on to heavy encryption to protect their privacy what will they do then ?
