The College Opportunity and Affordability Act sailed through the House last month. The bill contains a reauthorization of key federal funding for student aid, and the MPAA managed to pack the House version with a pair of provisions that the colleges and universities in question want nothing to do with. Another version of the bill without those provisions was passed by the Senate, and the two chambers are currently trying to hash out a compromise bill.

On March 11, the American Council on Education sent a letter (PDF) on behalf of 13 higher-ed groups to Congressional leaders, urging them to reject the controversial language. ACE said that schools had no problem telling their students about copyright and the legal and institutional penalties for violating it. But the schools did object to wording that would "require institutions to develop plans to provide alternative music and movie services and implement technological measures to deter illegal file sharing."

That letter pointed out that the MPAA had recently revised its own collegiate piracy numbers downward, now saying that students accounted for 15 percent of revenue lost to piracy (instead of 44 percent). But as ACE points out, only 20 percent of US college students live on campus and so "only 3 percent of MPAA losses can be attributed to college students using the campus networks." (The MPAA recently reported record box office revenue, indicating that piracy concerns, though real, aren't killing the movie business.)


If your a member of a student council or educational body of some sort please dont allow your fellows rights to be stolen in this way by silent apathy, the MPAA are contiuing to make flawed and false alleagtions and will repeat them like a child, stamping their "virtual foot" until they get their own way.

This not only demonstrates their claims are virtually hollow, granted I,m sure some infringement goes on and efforts are already being made to minimise that but the reality is they are acting like the worst sort of bully by hitting on those unable to defend themselves financially or as an organised group, its rather clear any other section of society would turn on the copyright-extremist media groups should they try to make their false claims against them.

Lets not turn a blind eye because the students dont have a loud enough collective voice to answer these ludicrous claims made by a greedy Cartel, "raise the roof" folks in any way you can to ensure they dont continue to target young folks who are just finding their way in life and are vunerable to commercially run financial extortion, publicity is your weapon, make good use of it.

Please remember who's tax dollars will go to funding any MPAA/RIAA approved solutions and please make sure the word goes out that the MPAA will only approve their own front company solution thereby in effect levying a tax on every educational establishment in the US of $100,000, you can see how the money for political "donations" (something we in the UK call a "pay-off") are raised easily enough now folks, but are you willing to allow this sort of corrupt sponsorship to continue ?
