Googling is upping the stakes with its construction of yet more infrastructure to bypass the existing carriers.

What he really means is that the traditional players are charging Google far too much for bandwidth, so Google has decided to cut them out of the equation

As long as the guy in the street isn't penalised by this in terms of increased service charges I don't think we need have any concerns whether google creates a whole new internet or just wants a few options for the future, there is after all no credit card login when using googles services.
