one can upload, no-one else can

Currently I am finding that exactly one person is able to upload successfully from me by the hundreds, and all other people disconnect or time out. I don't know how to understand this. I can't believe everyone, but one, has mx set up wrongly, or that my mx set up is wrong because even the one shouldn't get through. Any thoughts, anyone?

The people are not on at the same time as the one successful person so there is no competition for bandwidth, and I am able to download from others successfully.
