downloads timing out

I just reformatted my computer yesterday (or rather had a friend do it.) and  switched from the windows 2000 to the XP operating system. Is there a firewall or something on XP that wasn't on 2000?
I can connect to the network fine as a primary but I time out on downloads and uploads and when I run the wizard it says that there is no TCP connection.  I can still run bittorrent and upload like normal.  My computer skills are rather spotty so any ideas on what might be wrong or possible solutions would be great.

Yes your new operating system does have a built in firewall, XP firewall is great and works well with WinMX as long as you forward the ports that WinMX uses to communicate through.
