Well Turbo,

There are a few things I look at.

Usually when a port is blocked its blocked.  Meaning that no files will ever transfer.  When a file starts uploading fast like normal and then slowly drops off to nothing I think of two things.

The Macrovision aka RIAA/MPAA have files that are able to download, some at rapid speeds then turn out to be fakes and the high speeds are to crash your connection.  They stay steady, or the ones that you might find that will start ok, then slow down to nothing and stop.
Now that is alot like the throttling however, this is something you might find one in a hundred files that this will happen with.  
So basically its only once in a while.

The one that says 'Its Your ISP' to me is when you see this on a regular basis.

There is a way to test it, it would involve having a dialup modem installed on your computer.. easy really to get a cheap one and plug it in if you dont have one.

Juno has a offer for 10 hours free a month, you sign up and hook up the dial - up connection and try mx, if it works you know 100% its your ISP.

I will try the dailup test, if it works I will switch ISP.

You can call your ISP and they have to tell you  if you are being throttled.  If you are, they will tell you the reason they throttled you (usually its because you use too much bandwith)  They will dethrottle you but you should limit your bandwith on winmx so you don't get throttled again, or you can do what I did and make a big fuss about paying for the bandwith and static IP for running gameing servers (never mention mx to them) and they won't throttle you again.

i was shocked i couldn t upload over 6kb to my roomies on winmx
last week rogers went down, came back on, i had a new ip address
i couldn t upload over 6kbs only on winmx
all other browsers were at normal high speeds, my winmx dnld speed was also normal
i have sent them several emails, they haven't replied
this is major therapy, when u can t upload and share your files!!!
so i came here to winmxworld and i found out what others are saying about rogers.
i just bought the cable modem for $100.  
Who knows an isp in the Greater Toronto area that has 5mb cable service.?????
