the command 'netsh int ipv6' is going to be your friend... type it alone to get help on how to use it... there is no gui in the networking tab like win vista and later, its all done through this command...
tl;dr
even if you have a static ipv4 address ipv6 will most likely dhcp itself... to see if it did type netsh int ipv6 show address ... make sure you have an ipv6 ready browser (using fx ver 50 atm) and head over to
http://ipv6-test.com/ to see it work.. if it doesnt work or partially works restart the browser... if it still doesn't and you are sure your isp fully supports ipv6 restart the computer...
as for security ... well ... its xp...
