Although if a user is on secondary and is in offline or connecting status you will not be able to view them, also if a user is on primary with ports not set properly.
Usually if you do a 'Whois' on them the shared file amount is listed there, if there is a number there, this will tell you that they are at least trying to share files, and often I will message them if its possible to try to help them get things working.
