One of the Windows "security" patches will update the sytem file TCPIP.SYS ( build 5.1.2600.2892.)
If you've used LvlLord.de's EvID4226Patch last time to change the 10 half-open connections to 50, it will be reverted back to 10, this limits the amount of simultaneous peers connecting to you whether in upload or download and may therefore slow your speed.
So remember to repatch from here (English)
