now nobody nor nothing is connecting

even people entering my queue won't connect.  what is going on?

firewalls are off patch installed it stays on incoming connection and won't go further then times out. i even went to secondary connections and turned off udp and tcp options the program is being totally muleheaded please help i've been asking for days now in the download room and have done all that has been said
