HI Dustin, welcome to our world.  Sounds like your a bit 'annoyed'....   and we understand how easy it is to get that way, we've all been there..... :)
So lets see what we can do to help you out..
First off, its really important to know a few things about your situation.

Is this a new problem, and if so what things may have changed?
Are you able to download even one thing?
Can people get files from you?

Are you on a network of any sort?
What type of internet do you have, dsl, cable...?
Firewalls, got any, are they on etc....

Are you aware of the current situation of the RIAA flooding WinMX with fakes?

What have you done up until now to fix this?

.................................Basic Possibilities..............

With out specifics to go on, a few basic tricks are these...

If your uploads are not working either, it could very well be a router or firewall issue.  Recheck these are allowing WinMX through the correct ports.. Dont forget if your on Windows XP,  some updates will trigger your XP firewall to enable itself.

Firewall Configuration

Also for some folks a fresh copy of WinMX can fix em up.  Be sure to get the latest one WinMX 3.54 beta 4.  So give reinstalling a shot.

Get WinMX

Also some people have better luck on different port numbers in WinMX.
Go to Settings > Internet Connections > Incoming TCP and IN/OUT UDP..change these 455 for TCP and 1032 for UDP, dont forget to update a router or firewall if you have them,  and restart WinMX.

If your uploads are fine and its just downloading, I suspect that you may be running into alot of fake artists or titles.

Information on getting avoiding Fakes files

Most of all Dustin....

Your not alone and we will be glad to help you get this resolved best that we can....

Hmm, I think we understand your not getting much, but we cant help much without some help from yourself such as information on any firewall or router
you may have, those will need to be adjusted to allow connections to occur properly, also are you using Windows XP and if so SP1 or 2 ?

Most wireless connections got into a router and you will need to make sure you have forwarded a port inside the router for WinMx to work through .

There should be some setup instructions that came with it, but most are open a browser and dial in a number similar to 192.68.XX.XX and that will give you access to a menu that you need to enter the WinMx ports into and a few other options that will need to be set.
Try setting it up as per your instuction booklet and let us know the result

The ports you need to know are 6699 TCP and 6257 UDP
