An ISP with a backbone has emerged

The RIAA announced late last year that it was moving away from mass lawsuits and towards a set of "graduated response" agreements with US Internet providers. None of the ISPs involved in those talks sounded proud of the fact, though—only Verizon would go on record to tell us that it was not participating. So what happened to the program?

 We do know that AT&T has signed on and begun forwarding notices, however, as CNET recently reported. And Cox and Comcast are also involved in forwarding infringement letters to customers. But there's (a lot) less here than the RIAA would like.
AT&T has confirmed to Ars Technica that it is participating in the RIAA program, but it stresses two things: 1) this is a geographically limited trial program that began last week, not a full-blown deployment and 2) it's not really "graduated response" because there are no sanctions.

So we have at last an ISP who is able to read the letter of the law and also deal with the recording industry Cartels concerns without acting for them, this is a vast improvement as it really is the job of the Cartel to go to court in a legitimate manner if they believe that their copyrighted material is being infringed, that is the correct legal path.  Its pleasing to give AT&T a pat on the back for a change.

thankfully when AT&T bought bellsouth the former bellsouth has control of most of their existing areas until 2012. the people in the next city over got hit with the "trial" usage cap of 10 gb.
