UK Minister Says “Three-Strikes” too Draconian

Back in January it was revealed for the first time that the UK govt had all but ruled out disconnecting repeat file-sharers from the Internet. Today Culture Secretary Andy Burnham has repeated that assertion at Music Week’s “Making Online Music Pay” conference.

He did confirm however, that the UK govt is preparing legislation to force ISPs to apply “technical solutions” to address the problem of repeat file-sharers.

“There will be many who don’t think a simple notification would be effective and we will reserve the powers to apply technical measures for persistent offenders,” he said. “Applying these measures will be a serious business, and not one we take lightly, but it is right that they are in place.”

“We intend to give the Office of Communications (Ofcom) powers to apply technical measures and we think that is the right option,” he later added. “The idea is for measures to be applied against individuals who are serial infringers. That is the proposal.”

It has yet to define who is a “serial infringer” and who will decide the guilt or innocence of accused file-sharers.

Using the strikingly flawed logic that everyone connecting to a file-sharing network is automatically a copyright infringer, the UK copyright industry wants the government to force ISPs to use pop-up windows to inform users that they are accessing a website that presumably has unauthorized content.

Add these "Technical Measures" to the amount of throttling that takes place already and they might as well close the internet down. The worlds economic problems and international terrorism seem to take a second place to the overtures of the music and film industry concerning the threat of file sharing. Nice to see that governments get their priorities right.

The only threats to the UK population I see are those who attack the general populace and cause fear and alarm, luckily we know the groups responsible for this reign of terror and on who to lay the blame for these crimes against the public, the media Cartel scum themselves.

The UK government has not taken any decision on ruling out "disconnection by media mafia allegation" it has been told by the european parliament that cutting peoples internet off for alleged copyright infringement is a breach of human rights and knows launching any such action to attack filesharers will result in massive fines, and no doubt compensation claims from any victims of the corporate extortionists will follow.
