First you must obtain permission from the song writer, who may or may not be represented through a publishing company. Then you must obtain permission from the record company. Then there's the issue of how often you want to play the music, how you're going to use it, and so on, all of which effect how much it will cost you and whether they will even grant you permission to use the music.
The point is that they have created a system where it's very difficult for an ordinary person to do what the cartel are demanding, even if you want to. Basically, you would need to hire a specialized music copyright lawyer to do the work for you so you can be free from persecution from a bunch of extremely stupid people.
