I think there are limmits on how much you can fine the companies, unfortunately. Also, it wouldn't really matter how much money you charge them; they'll still manage, somehow, to pay it off and keep on chugging. What woudl be far, far more detrimental to the music industry as a whole, in my opinion, is if this story got spread around more. Most people have no idea what payola means, let alone that the recording industry is bribing radio DJs to play certain songs. That kind of practice is something that I'm sure a lot of people would feel outraged enoguh about to make real change.
