The US Defense Department (DoD) plans to upgrade approximately four
million devices running older versions of Windows to Windows 10 by
February 2017. DoD Secretary Ashton Carter has directed all DoD agencies
running legacy versions of Windows to begin the migration right away.
In a November 2015 memo, DoD CIO Terry Halvorsen said the move aims to
"improve [DoD's] cybersecurity posture, lower the cost of IT, and
streamline the IT operating environment."
