unable 2upload for months

PLEASE READ AND HELP:

Since i have my new laptop people hav been unable to upload files from my external hard-disk...it stays on "Waiting for incoming connection..." for about a minute and then timed out.

I am:
connected via: router (linksys)
Microsoft Windows XP Pro Version 2002
Serivce Pack 2
(no firewall i think)

I have changed to port 6699 and 6725 in my router settings but sometimes I can download from others but most times I cant. But NO ONE can upload from me for sure! >.<...

so please can any of u guys help out id b extremely grateful... i just needa sort out the upload problem as i wont b able 2trade anything..thanks so much in advance

inability to upload is generally a problem with TCP connections (port) being blocked somewhere, & firewall (which is built into xp) & router are the prime suspects.
