No uploads indicates TCP blocked somewhere, firewall router config or Norton Internet Worm Protection (part of the Anti Virus), if you STILL can't get uploads started with TCP set to unable, then suspect either Firewall or Norton (if you have it).
Many firewalls are funny about program version changes, so particularly if your version changed when installing patch (you didn't select existing version for instance) then removing the firewall rules you have & making new ones resolves this, I suspect the same may be true with worm protection, although I haven't tested this as having a firewall (Sygate though all good ones do) that duplicates the function (program control) I simply disabled it entirely, & just left the AV active.
