To have a VPN you need another machine to connect to that is ouside your ISP's network, can I suggest you try setting your winmx on really low ports such as 80/81  and 120/125, sometimes this can ride under the shaping/throttling system, its been helpful to a few folks.

Hi Rukyse

Go here:
http://portforward.com/routers.htm

Scroll down and find the make and model of you router/moderm. Than click on that roter/moderm and follow over to the next page. Click winmx and this explains how to forward the ports even with pictures.

Also dont forget to change them in winmx.

Please let us know how you go.
