When DNS's servers become affected, you can sure as hell aspect up to 48 hours of trouble. Winmx should be ok due to the fact it mostly only uses IP's in hash form for its operation, it only really use's DNS for connecting. Other things though like torrents use DNS's for searching for trackers.
Their are prob millions of DNS's servers out their and each one is setup diffrently, some can update on seconds, some are more like 48 hours. But stabilty will only be fully returned when every(well not every but most major ISP's servers for sure) DNS server is in agreement that is the correct IP structure to each DNS's. Its not really a difficult procedure to follow and id recommend going reading on the wiki's, but yes, it usually takes a few days to sort out. And ive looked about for any more news on the problems and it doesnt appear to have been published anywhere where i can find it. Only thing i did find was googles attempts at patching their DNS servers due to this new flaw that released earlyer this year. I duno if maybe some major backbone who provides google may have had difficultys patching it. But im only speculating their.
