Connection Refused...

I was curious about the criteria for refused connections. I have run into, from time to time, where I was unable to connect to a certain user one day because of connection refused, but the next day I was able to connect just fine. Anyone know why this happens? Just kinda curious about it! Thanks!

Connection refused is normally just that, its often a firewall or mx moni at the other end of the transaction shutting their connection socket and thus you see the generic error message.
