this may be considered inflammatory, but, it seems to be needed.
Feel free to add ACCURATE information

List of ISP's that throttle

ISP Name     Connection Type      Country      peak or continuous   Times if Peak

Carphone               DSL         UK               continuous
British Telecom    DSL        UK              Once a certain limit is reached restricts your speed to 30kbs.
                                                               On both home AND business packages.

This page lists all ISP's that Throttle, and includes a detailed breakdown on if they only throttle Bittorrent or all traffic.

no mention of how they treat MX or other non-torrent p2p traffic that i could see

nor is the list exhaustive, many carriers not listed

ISP's don't single out WinMX it's to small. It would be covered under their general web caps / non-Torrent

And the list is valid and kept up to date.
