I went to the help room tonight and was advised to disable Norton as well as my Firewall but nothing changed.... Upload and download speeds still go up and down and then time out.

If it would have to do with my ISP wouldn't it get me into trouble if I call them to ask if they've blocked the ports? I'm using 6699 and 6257. I tried both secondary and primary but nothing changed.

Here I am again... I've tried just about everything now I think... I downloaded the winmxgroup patch, already had the pie patch, disabled Norton completely, disabled firewall... and still both downloads and uploads time out... most can't upload from me because they time out and if they can they time out after a while... same goes for downloads... first the speeds are fast then go slow and time out....  *cries*
What I noticed though that since I installed the group patch and now do a port scan it says the TCP port is closed... it was usually open before I installed the patch when I was logged on as primary...

The port scan result may possibly be down to port forwarding, or firewall settings, but uploads & downloads that start, slow, then time out, rather than timing out without ever starting is typically down to ISP interference (traffic shaping) & unfortunately, short of changing service provider, there is rarely anything that can sucessfully be done to overcome it occasionally changing ports has been reported to help, but only sometimes & only with some providers.
