Lets get started here.. before I do, dont take anything I say wrong, Im not explaining ever last detail and assuming your a idiot its just we all can make mistakes, and my being thorough now may save you time later and so Im just going to go through this with ya sorta...
On the DLink There is a site that shows you the process of set up pretty simply, and although as mentioned above I have no doubts of your ability to do said, its best to be sure (its a starting place).
Portforwarding Guide for D-Link DSL-G604T When you access that router and get to the Port Forwarding section be sure you have selected the correct IP from the drop down, infact this IP may have been 'reassigned' by the router and so just verify also its the correct IP there.
Verify the IP: Click Start > Run > Type in
cmd then click OK, now in the black MSDos Command Prompt type in
ipconfig then hit the Enter key.
Be sure the IP Address listed here matches the one you choose from the 'LAN IP' drop down on the D-Link.
Once you have done this just go back through those rules for me.
Double check you have it set similar to this:
Select the 'User' radial button in Category, then highlight your existing rules for WinMX and click 'Edit' or Click Add to make new ones..
In the boxes be sure your information matches the ports

WinMX Protocol:
TCP Start Port:
59000 Map Port:
59000 End Port:
59000 'Apply' then do move on to the UDP port (making sure that same IP is still in the drop down)
Name:
WinMX Protocol:
UDP Start Port:
59500 Map Port:

59500 and 'Apply'.
Then again at the Portforwarding page be sure those are added to your 'Applied Rules' and that the 'LAN IP' is still correct. And 'Apply' again.
Next lets make sure that the XP hasnt turned on that XP Firewall again (very common problem) in the Control Panel make sure the Firewall is OFF if your using the Kaspersky Firewall. There is no need to have two going however, if you only use the Kaspersky AV software and no Firewall, and you normally have the XP one enabled just go through these instructions to make sure the correct respective ports are set.
https://www.winmxworld.com/tutorials/firewalls-xp-sp2.htmlAs for the Kaspersky this is going to depend on what version/software you have installed, again it may require more configuration then normal because WinMX acts as a Virtual Server, So its got to have full access for both TCP IN and Out and, UDP IN and Out. Im not finding a 'good' guide to this however make sure that the WinMX.exe file is listed in the 'Trusted Zone' for your model. We have been seeing a lot of 'anti spam' type of programs blocking WinMX Traffic and I cant say for sure whether you may have that problem with Kaspersky because I dont use it, I do know it can be a bear to get configured correctly for WinMX and that recent updates could have changed something. Just be sure to go through that carefully.
Your other programs mentioned dont seem to be likely suspects for creating issues..
