For some reason, the patch kept modifying the file HOSTS.BAK, leaving HOSTS unchanged. As a result, WinMX was not even trying to connect. So... I replaced HOSTS with HOSTS.BAK and tried again -- voila! I download as we "speak".

if this does not help then this is most likely a isp throttling problem in which case apart from changing isp there is not a great deal you can do
 
btw what isp are you using?
