Certain user names

Hello, all. Is there some significance to user names that start with a number sign, the letter C, and a number (ex: #c51) followed by random letters, numbers, and special symbols? I have never been able to download a file from any of these users.

there is no resemblance between user names and not being able to download.
The string in front of usernames starting with #cxx# have no other meaning than being a colorcode that only works in chatchannels supporting these codes. The seemingly random letters numbers and symbols are names converted into extended ascii codes and with some fantasy you can guess what it stands for.
