I can't find you anywhere

I just got this new laptop today, and have been looking everywhere to find the installation site.  I went here:   https://patch.winmxconex.com/, and when I click to install, I immediately get the "Page Not Found" window.  I have tried several other locations, all with the same results.  I am, to say the least, quite disappointed.  I am also wondering if, just maybe, the 'gubment' has put another block on it again. 
Any help?

I forgot to mention that my 'signature' has changed now.  It should show that I now have Windows 7, IE8.
