The imminent implementation of the Digital Economy Act gave rise to the fear that innocent internet users could inadvertently have their access to Web cut off, an obvious reaction if you consider the actual methods anti-piracy measures are based on. With all the joint efforts of the ISPs TalkTalk and BT the new copyright law passed the judicial review last month and was rashly given the OK.

However, it seems that the first Copyright Infringement Reports (CIRs) will probably be sent to suspected illegal downloaders no sooner than 12 months since, as Ofcom Chief Executive Ed Richards points out, all the necessary processes to initiate the fight against illegal file-sharing will require another year to be completed.

The new legislation forces ISPs to send CIRs to users suspected of illegal file-sharing activities. They will pay for the costs of identifying infringers and sending out warning letters about their downloading and uploading habits.

I can see ISPs "rejoicing" at the prospect of paying to trace users and then having to cut them off and lose income. Not many customers will be very keen to return to an ISP that readily cut them off.   8)
