This is pure hogwash, its been well known that since the early nineties the authorities have had the ability to track the location of any cellular phone using very little resources of their own other than a friendly contact at the phone company and whilst the method may not be much use due to inaacuracies of location it has been of use to track folks crossing borders and entering the country via airports where they can then be monitored in the traditional way, most of the worlds anti-drug agencies use this type of monitoring to avoid having to obtain any warrants, its not new tech and its old news.
I'm suprised more folks using Apple smartphones are not complaining as their phone passes on their exact location using the phones inbuild gps system, but of course the NSA will also claim they dont monitor that either, just like they claimed they hadnt tapped the internet backbones out of the US in the Bush era, methinks they are up to their old distraction tricks.
