Australia's internet service providers and rights holders remain stuck in a stalemate over the costs involved in the industry copyright infringement code five months after it was submitted, leaving the start date for the code's operation unclear.

The code involves an escalating notice scheme for fixed-line residential users who rights holders claim have infringed copyright.

However, in a replay of 2012 failed talks, the April draft document [pdf] contained no mention of the allocation of costs of the scheme.

Foxtel wants ISPs to fund part of the scheme, but the Comms Alliance says rights holders should be required to pay the majority of the costs given the "enormous financial upside that will flow to rights holders from changing the behaviour of online infringers".

I hope the ISPs stick their heels in and not contribute one cent towards this. If rights holders want the ISPs to provide a service for them then they should pay for it and stop expecting to get a free ride wherever they go. Selling their customers down the river is not in the ISP's interest, and expecting them to pay to do so is absurd. The attitude is fairly typical of rights holders though; a sense of all entitlement but no responsibility.
