Hi, yeah I think Rogers have a policy of blocking/filtering/governing/shaping traffic they don't consider to be in their best interest.  I've only read briefly but have a look through the forum at http://www.dslreports.com/forum/rogers.  There appear to be a number of threads related to the issue there.

Another thing, you say that some downloads don't time out?  At a guess I suspect that those such transfers might not fall under the ISPs filters if the remote user is running their WinMX on a non-standard port (not 6699).  This is just a theory though.  You could use a connection monitor or something there to see if you can deduce whether this is true (you should see downloads from your machine outbound to 6699 fail, whereas downloads from you to non-6699 ports don't).

The only other change I would recommend is that you configure your WinMX TCP (& possibly UDP) ports to 1720.  I read somewhere from a Rogers user that they found this port wasn't being filtered, which I believe is Roger's VOIP service port or something (cheeky bastards if this is true eh?).  Restart WinMX after making the change and see how that goes.  It should result in more downloads (but not all) working uninhibited if there's any truth in this.

thanks for the help
