Not so far as I'm aware, admins can't kick co-host, & moderatorcan't kick admin, you *could* have a bot (metis) monitor who has admin, & have IT kick any admin who kicked another admin, with the bot co-host so it couldn't be kicked, but the script you'd need to write for metis would be beyond what I'd personally call a "basic" one.
